The ICA’s Unraveling: From Beacon to Bureaucracy
The ICA, once the unwavering voice of subluxation centered chiropractic, has devolved into a hollow institution crippled by internal corruption, election fraud, and unchecked governance abuse. Under the influence of former president Stephen Welsh and his allies, including Dr. Jason Jaeger and several board members aligned with the National Board of Chiropractic Examiners and the World Federation of Chiropractic, the ICA’s identity became unrecognizable.
Election interference in Georgia, the illegal appointment of a CEO, and secret bylaw overhauls stripped members of their voting rights and dismantled democratic oversight. These actions, orchestrated through an unaccountable Governance Committee, transformed the ICA from a member driven association into an oligarchy serving private interests.
Meanwhile, financial scandals and undisclosed conflicts of interest, ranging from Welsh’s ties to Chinese business ventures to Jaeger’s dual roles with the NBCE and WFC, exposed how deeply the ICA had become enmeshed with the chiropractic cartel.

The Big Tent That Collapsed
Welsh’s “Big Tent” strategy was sold as inclusivity but functioned as ideological dilution. By courting ACA affiliated state associations that support drug privileges and expanded scope of practice, the ICA abandoned its founding purpose of protecting subluxation based chiropractic. This posture of appeasement toward the ACA, the CCE, NBCE and the WFC made the ICA virtually indistinguishable from the very groups it once opposed.
That transformation reached its symbolic peak when the ICA leadership continued to fund and promote the WFC even after WFC researchers publicly mocked vertebral subluxation management as “rubbish.” Instead of defending the principle, ICA officials, including Jaeger and Welsh, remained silent or offered weak diplomatic protests. The WFC’s support and promotion of the WHO and UN’s globalization agenda and the ICA’s involvement with that is a contradiction that has led to the ICA’s destruction.
The result was an exodus, past presidents, RA representatives, members and entire affiliate organizations, including the Georgia Council of Chiropractic, withdrew in protest.

As the ICA fractures, the WFC is tightening its global reach through the newly formed International Chiropractic Education Alliance, an entity co organized with the NBCE, CCE, FCLB and schools including LIFE West, Parker, Logan and Northwestern. The ICEA’s stated goal of setting global educational standards is widely viewed as a vehicle for extending the same monopolistic control that has suffocated chiropractic education and regulation in North America.

With ICA leadership unwilling to oppose these moves, and in some cases directly participating, the exodus of principled chiropractors to the IFCO represents a complete ideological realignment. The battle lines are once again clear, bureaucratic control versus chiropractic freedom.
